Grapevine Police Department Employees Earn International Awards
GRAPEVINE, Texas – Grapevine Police Department employees earned two international awards during the International Association of Chiefs of Police Annual Conference in Boston. Both Detective Philip Wolan and Victim Services Advocate Makayla Moore were selected among law enforcement professionals from across the globe.
Victim Services Advocate Makayla Moore received the Leadership in Victim Services Award. Ms. Moore was recognized for her dedication to helping individuals and families experiencing trauma. By acknowledging the need for more individualized care and recognizing that victims should be served in their native languages, Moore and the Grapevine Police have been able to assist thousands of crime victims who, just a few years ago, would have been referred to outside agencies with fewer resources.
The Grapevine Police Victim Services program launched in January 2022 and has grown exponentially in the level of care provided to victims of crime. It educates the community on various aspects of victimization and trauma in order to engage with and prevent violence. Makayla Moore has presented to Citizen’s Police Academy classes, city council meetings, Latinos in Grapevine regarding gender-based violence in the Latino community, middle and high school students about consent and body safety, local businesses, and at dozens of community events.
Grapevine Police Detective Philip Wolan received the IACP 40 Under 40 Award. This prestigious award is given to only 40 law enforcement professionals each year, with many selected from other countries. Detective Wolan was chosen for demonstrating leadership and exemplifying a deep commitment to the law enforcement profession.
Not only has Detective Wolan solved hundreds of cases for Grapevine Police in his first two years as a detective, but he has also helped close hundreds of cases for outside agencies, including solving one of the largest auto theft rings in Dallas-Fort Worth history. Other accolades include solving a string of more than 75 restaurant burglaries across five states, numerous pharmacy burglaries across the metroplex, a theft ring responsible for over $100,000 in retail thefts in the Dallas-Fort Worth area, and assisting in the dismantling of an ATM theft ring responsible for over 80 offenses statewide.
From the beginning, Detective Wolan has demonstrated a commitment to making the City of Grapevine and the broader community safer for all by solving crimes, protecting motorists, assisting outside agencies, and proactively educating himself on new technologies to stay ahead of criminals.
Detective Wolan says he wants to make a difference: “On someone’s worst day, I want to be the person they turn to for help.”
Before moving into Criminal Investigations, Detective Wolan was one of the top DWI enforcement officers in the region, earning multiple awards for stopping intoxicated drivers.
Both Detective Wolan and Victim Services Advocate Moore’s achievements highlight the Grapevine Police Department’s commitment to excellence in law enforcement and community service.
